The Board of Commissioners is the elected governing body of Butts County. They are charged with the task of promulgating local ordinances, regulations and acts that promote stability, stimulate sustainable economic growth and enhance the quality of life for the citizens of the county. They are responsible for ensuring the maintenance of services deemed necessary and vital to the common welfare of citizens through the funding of agencies designed to deliver quality services; infrastructure; public safety; courts and a multitude of state services delivered on the local leveL. There are five commission districts within Butts County, each one electing a commissioner from within the district to serve staggered four-year terms of office. Commissioners from Districts 1, 2 and 5 are elected on the same cycle as the Presidential Elections every four years; Commissioners from Districts 3 and 4 are elected on he same cycle as the State Governor elections cycle. Each January, the Board of Commissioners convenes its first meeting of the year and elects from among its members a Chairman and a Vice Chairman to serve for the calendar year and they may serve consecutive terms in those positions if the Board chooses to re-elect officers to the same positions. The rules of the Board require a certified commissioner to serve as Chairman. The day-to-day operations of the County are handled by the Administration Department which is headed by the County Administrator. The Board appoints the County Administrator on contract terms and also appoints the County Clerk and the County Attorney on an annual basis. Other staff in Administration and in other departments under the Board are on the Butts County Merit System of Employment. This office manages the budget, general administration, human resources, public information, community relations and public policy, as well as develops and implements all major projects undertaken by the County Government.
