COUNTY DEPARTMENTS County Departments are service agencies that fall directly under the Board of Commissioners Office. They are managed by appointed Department Directors and generally oversee one or more service divisions that relate directly to the department. The four departments of government in Butts County are Community Services, Leisure Services, Public Safety  and Public Works. Divisions are similar to Departments but perform services more specifically focused in their scope and purpose. All divisions that fall under a single department perform services that are directly related to the overall scope and purpose of the department, working as one unit when necessary or as separate components. Each division has a Division Director that oversees the staff, budget and operations of the division.

CONSTITUTIONAL OFFICERS & ELECTED OFFICIALS Constitutional Officers hold positions that are created by the Constitution of the State of Georgia. They are elected directly by the voters of the county and are answerable to the public they serve. The Constitution of Georgia provides for only four Constitutional Officers per county. These include the Clerk of the Superior Court, the Judge of the Probate Court, the County Sheriff and the Tax Commissioner. They receive budgetary appropriations from the Board of Commissioners annually. Elected Officers hold positions that are created by the Law of the State of Georgia and are subject to change by the General Assembly. They also are elected by the voters and answer to the public but their duties are regulated by state law and not Constitutional mandate. These include the Commissioners; the Chief Magistrate Judge; the Coroner and, where applicable, the County Surveyor. They receive their funding from the same.
