| Dr. Whaler has worked several times for Butts County as an Interim County Manager. In 2004, he accepted the position of County Administrator on a full-time basis. In this position, he recommends policy changes to the Board and implements their policies county-wide. He handles the day by day management affairs on behalf of the Board and oversees all areas of Administration and the supervision of Division Directors and Department Heads. In his role as Administrator, he coordinates all county services into a unifed working group, overseeing and evaluating the work and performance of department heads, executive staff and others associated with the work of the Commissioners Office. Special projects overseen by the County Administrator include Special Purpose Local Option Sales Tax (SPLOST) projects, facilities and capital improvement programs and presenting a yearly budget to the Board of Commissioners for consideration and approval. Prior to his employment with Butts County, Dr. Whaler was the CEO of Van G. Whaler and Associates, a Management Consulting Firm that focused primarily on local government. Through that association, Dr. Whaler has worked with nearly forty Georgia counties and several municipalities providing both County and City Manager services. One of his key strengths is grant writing and administration, which was recently proven with the awarding of a $500,000.00 CDBG grant and a $200,000.00 OneGeorgia grant from the State of Georgia for the construction of a Griffin Technical College Campus in Butts County. Dr. Whaler was responsible for writing these grants and will administrate them over the next few years. Currently, Dr. Whaler has successfully written and received $40 million in grants during his professional career. Dr. Whaler also is an adjunct faculty member of Griffin Technical College and teaches professional grant writing.
